time ago, India presently builds ‘Lame
duck Dams Without Storage’ – ‘Most Stupid Rain Water Harvesting, Check Dams and
Ponds -1000 times more expensive and requiring 100 times more surface area.’
7000 MCM of Water go through Delhi every year in
Monsoon Months to sea but not available to Capital City.
Post monsoon Delhi
get sewage and drainage of Haryana. In fact water going waste past Delhi is
more than dependable yield of Ken River at Daudhan Dam i.e. 6188 MCM. Out of
this 1020 MCM is sought to be transferred for the benefit of about 10 districts
in Bundelkhand.
CWC is
World’s Most Corrupt and Incompetent organization directly responsible for
Misleading Center and State Governments, AK Bajaj is/was Incompetent, Corrupt
and Congenital Liar.
Sir, I
told Deputy Chairman of Pakistan Planning Commission On Behalf of India in 2008
at FICCI – Pakistan has very little Dam Storage, It Doesn’t Allow India to
build storages in Kashmir, ‘If India Build’s 20 BCM of Storage in Kashmir,
Pakistan shall get 30-40 BCM of Additional Irrigation, Flood Protection to 10
million hectares, Detain Silt and Release Blue Waters, Life of fast silting up
Tarbela and Mangla Dams would go up to over 200 years, additional power
generation 30% in Pakistan etc all the benefits FREE OF COST.’ He Instantly
Agreed – but there was no follow up by CWC building ‘Lame Duck Dams in Kashmir, Himachal and Uttarkhand.’ – Report already

1978-79 have been campaigning for Multipurpose Dams, efficient and productive
use of Water since 1980.
Through my petitioning I
have ‘Influenced GOI Policies Or In At least Highlighting Problems In Power,
IPR, Agriculture, Technology, Transportation etc.’ but in ‘Most Critical Water
Sector There Is No Progress Since 1980, For
Last Ten Years There Is Total Collapse – On going Multipurpose Dams are being
Shut Down, Most Foolish River Linking, Rain Water Harvesting, Check Dams etc
are being promoted.’
In 1980 within three days on
my hand written petition Smt Indira Gandhi decided to shelve ‘Garland
Canal Project’ but
the Stupid Idea never died and revived by NDA as River Linking.

Poverty – 140% of Punjab But No Large Dam
Mischief
1. Going through Bundelkhand
Report it was discovered Bundelkhand
Region area is 71,853 sqkm, 40% more than Punjab, Bundelkhand Region in MP
itself is more than Punjab (24,472 sqkm + 30217 sqkm) and the region also get 50% more rainfall but there is
no Large dam to store water for 71,853 sqkm Ken-Betwa commands for 9 months dry
season.

2. As per River Water Sharing
agreement in Delhi
on 10.12.81,
UP was allowed just 849 MCM of Ken Waters out of 4489
MCM Waters at 75% Dependability. Strangely in 2005 River Linking Report
discovered 75% dependable yield to be 6188 MCM. Though CWC discovered 1700 MCM additional water but strangely water
allocation to UP was kept at 850 MCM when average yield of Ken River
is 11,000 MCM.
Mischief
3. IT IS GROSS MISCHIEF THAT CWC HAD TAKEN YIELD OF
KEN RIVER AT BANDA IN UP FOR DAUDHAN DAM BEING BUILT 150 KM UPSTREAM OF BANDA
AS DEPENDABLE YIELD. THUS 1700 MCM ADDITION WATER DISCOVERED WERE FLOWS
GENERATED BY TRIBUTARIES DOWNSTREAM OF DAUDHAN DAM BUT ALLOCATED ENTIRELY TO
UPSTREAM MP.
3.3 Water availability
The issue of yield of Ken river at Greater Gangau dam
site was discussed in the 18th Technical Advisory Committee meeting of NWDA
held on 10.3.93. In that meeting, the Chairman, TAC informed that the yield
studies carried out by NWDA using runoff
data of CWC at Banda gauge and discharge site had been reviewed by CWC and
found to be in order. Accordingly, the virgin yield of 6188 Mm3 at Greater
Gangau assessed on the basis of runoff data at Banda site has been accepted by
the TAC of NWDA.
Mischief
4. Gross storage at Daudhan Dam is 2775 MCM but to
facilitate River Linking Live Storage of Dam is 1390 MCM sacrificing over 1000
MCM storage in transferring 659 MCM of
Water to Betwa River.
MISCHIEF 5.
BLUNDER - ACTUALLY 1020 MCM Has To Be Transferred Out Of 1390 MCM Live Storage.
Practically No Storage Shall Be Available For Ken River
Downstream.
Mischief
6. For area bigger than Punjab Bundelkhand-MP
had built just 950 MCM of storage in
Betwa Basin and that too is filled from 10% to 52% as per Bundelkhand Report
and Utilization in Ken Basin in MP is barely 205 MCM together around 400
MCM in storages. Punjab diverts 15,000 MCM
Net Canal Flows for Irrigation.

PHDCCI - UP To Get 5% of Ken-Betwa

Mischief
7. It is Strange Ken Water Going Waste To Sea
Couldn’t Be Utilized By UP since 1981 Agreement and shall not be available in
future as well.
Michief 8. In Executive Summary Itself and
Interstate Agreements UP Entitlement in Ken River is Restricted at 850 MCM when
UP can easily divert 5000 MCM Ken Waters to Hamirpur, Mehoba, Banda and
Chitrakut Districts.
Mischief
9. In Bundelkhund Ken Water use discovered was
205 MCM in MP for 24,472 sqkm basin area and 1050 MCM in UP for 3586 sqkm basin
area – Although UP was already consuming more than entitled flows of Ken River
and could double this with little effort – but
CWC didn’t even protect the prevailing usage instead of REWARDING PRODUCTIVE
USE. Instead CWC in Ken Betwa Link project protected ‘Unused Allocation of MP’
Upstream of Dam Project which is MOST SCANDALOUS.
MISCHIEF 10.
Bundelkhand Report also similarly disclose ‘Allocation to MP and UP at
750 MCM’ – thus UP entitlement is ‘Restricted to 1200 MCM in Ken and Betwa
Waters. Normal water flows in Ken Betwa Rivers is 21,000 MCM’ so UP entitlement
is 5%.
Lies of A.K. Bajaj – Mediocre,
Corrupt and Crook
AK Bajaj told Secretary and
Joint Secretary of MoWR both brilliant officers that Ravinder Singh raises such
issues which are not true and storage dams are not feasible. My intervention on
Ken Betwa is already detailed above.
Ravinder Singh – As Per CAG report 2009
just 6.56% Command area of Narmada
Canal system is
operational after 30 years.
Lies and Mischief of AK Bajaj – This is not correct, it is due to Sardar Sarovar
Dam Height and Branch Canals are not built.
Fact 1.
CAG report Clearly Stated ‘As evident from the above table, even after spending
Rs. 18,515.58 crore on main canal and downstream distribution network, the
Company could achieve
only 18.64 per cent in development of CCA. To make
things worse, the utilised CCA is only 6.56 per cent of envisaged CCA. Going by the achievement,
the Company spent nearly Rs. 5.43 lakh to develop each hectare of CCA’.
Fact 2.
NWDT Clause IX award mandates MP to release net 9 maf for Gujarat
from Narmada Sagar Dam (now Indira Sagar Dam- India’s Biggest over 9 BCM
Capacity). Even when Dam height was 80 meters to Canal Head level of 82.5 since
1993 – I in a report Recommended ‘Pumping of Narmada Waters in to Narmada Canal in 1999.’ And in two years Gujarat
built ‘Bypass Canal’ for the purpose.
Fact 3. NWDT mandated monthly releases of 0.677 maf – this allows
for 10,000 cusec capacity canal. But CWC approved 40,000 cusec canal – which is
High Cost Least Productive. (Even Chief Minister Narendra Modi had observed at
53rd NDC Gujarat Can’t Maintain Damaged Canals in Floods when less 18.64%
Command Area was developed and even less than 6.56% command was operational. Gujarat using most of Narmada
Waters in Indira Sagar Dam, SSP could neither ‘Afford It Not Maintain It.’

Narindra Modi at 53rd NDC ‘Unfortunately, in the last
two years, we have not been able to make much headway in this direction and
infrastructure damaged in the devastating floods of2005 and 2006 has not been
fully rehabilitated and reconstructed. In fact, permanent restoration of irrigation
assets are not eligible for CRF assistance.’
Clause IX - Regulated Releases to be made by Madhya
Pradesh for the Requirement of Sardar Sarovar Project
With regard to the quantum and pattern of regulated
releases, the Tribunal makes the following Order :- It has been agreed by the
party States and decided by the Tribunal in its Order dated 8th October, 1974,
that the utilisable quantity of water of 75 per cent dependability in the
Narmada at Sardar Sarovar Dam site should be assessed at 28 MAF (34,537.44
M.cu.m.) The actual inflow of 75 per cent dependability, however, is only
33,316.29 M.cu.m. (27.01 MAF) and this is brought up to utilisable quantity of
28 MAF (34,537.44 M.cum.) by means of carryover in various reservoirs allowing
for evaporation losses and regeneration. Out of 28 MAF (34,537.44 M.cu.m.),
11,101.32 M.cu.m. (9MAF) has to be provided for Gujarat
and 0.5 MAF (616.74 M.cu.m.) for Rajasthan at Sardar Sarovar. The requirements at Sardar Sarovar have to
be met by releases by Madhya Pradesh and by inflows from the intermediate
catchment, surplus to the requirements of Madhya Pradesh below Narmada Sagar
and Maharashtra. The releases from
Maheshwar work out to 10,015.86 M.cu.m. (8.12 MAF). Making uniform monthly
releases the amount of water to be released by Madhya Pradesh per month would be 834.65 M.cu.m. (0.677 MAF). The
actual inflow in the river system, however, would vary from year to year and,
therefore, the releases by Madhya Pradesh would also vary.
Ravinder Singh – India is building ‘Lame Duck Dams
that generate just 30% to 40% Energy Potential, Cost 2-3 times more, are Built
over 10 yrs or more when Hoover Dam was built in less than 4 years, Bypass Silt
to Land in Bhakra Dam.’
Lies and Mischief of AK Bajaj – ‘Ravinder Singh has raised this earlier also – it
is not possible to build Storage Dams due to Environment and Public
Opposition.’
Fact 4. AK Bajaj has never EVEN ONCE REPORTED
WASTEFUL DAM BUILDING WHEN IT HAD ALL THE DETAILS.
That I made in to a case of GROSS FAILURE. There is BIG CORRUPTION IN BUILDING
LAME DUCK DAMS.
Storage Dams cost much less, there are surely no site
like Bhakra Dam but in building 50 storage dams of 100-400 MCM storage in each
hill state India can have 10-20 BCM storage each of Himachal, J&K and
Uttarkhand states.

India is Optimizing Dams for Power Generation when assuming Commercial
Value of Water is Rs.40 per KL and Electricity price Rs.4 per unit – Bhakra Dam
controls Rs.80,000 crores Worth of Water in absorbing FLOODS But Just Rs.2400
crores worth of Electricity every year.
Lies and Mischief of AK Bajaj – Electricity
is important and there is power shortage in most of India.
Fact 5. It is
very Operating Dams for Irrigation and Flood Control does not reduce Power
Generation. I have reported how BBMB is ‘Foolishly Not Draining Out Storages
for 2-3% more power that too generated in monsoon months when demand is lowest
price below Rs.1 per unit.’
Ravinder Singh – At the end of monsoon there is just
100 BCM water in CWC monitored dams but at the of water cycle there still 30
BCM unused water – Dams are not fully utilized.
Lies and Mischief of AK Bajaj – This is not correct
storage is around 250 BCM ---.
Fact 6.
This CWC document released every week gives figures of 82 Important Storage Dam
of 153 BCM live storage. Normal live storage in these dams is 100 BCM for
October-June post monsoon months – around 30 BCM remains unused which is huge waste
of potential. When monsoon is to strike in 4 weeks there still 3 months of Live
Storage in CWC Dams.
This is Scandalous Considering India is Not Building
Storage Dams in Hill States – Not using Full Storage Potential Is Most
Unintelligent.
