The Aam Aadmi Party (AAP) Lok Sabha MPs on Thursday submitted memorandums to the Lieutenant Governor of Delhi, Mr Najeeb Jung and the Union Power Minister, Mr Piyush Goyal on the unending power crisis in the national capital.
AAP MPs Dr Dharamvira Gandhi, Professor Sadhu Singh, Harinder Singh Khalsa (former Indian high commissioner to Norway) and Bhagwant Mann met the Lt Governor and demanded uninterrupted power supply to end the sufferings of the people of Delhi.
They also submitted a memorandum in the office of Mr Piyush Goyal (copies of the memorandums are attached with this press release).
The AAP is shocked at the slow reaction of the central government and the Delhi administration in dealing with the emergency situation caused by long and frequent power cuts across different parts of the city.
It is also beyond any reasonable understanding that why both the Centre and the Delhi administration are extremely hesitant to fix the accountability of the private power distribution companies (discoms).
The excuse being offered for the power cuts is the May 30 thunderstorm, which according to the power ministry left the electricity transmission and distribution network damaged.
Does it take two weeks to carry out the repair work ?
According to the discoms agreement with the government, it is their duty to ensure uninterrupted power supply by proper and regular maintenance of the transmission and distribution network, has any explanation been sought from them so far ?
In the absence of an elected government in Delhi, who takes the responsibility for the hardships being faced by the people ?
The AAP will continue to raise the issue till the harassment of people due to these unjustified power cuts is not brought to an end by the central government and the Delhi administration.

The Tow Center team has launched three new research reports:
  • Sensors and Journalism by Tow Fellow Fergus Pitt
    This Tow Report focuses on the uses, the opportunities and the risks of sensors and journalism. It describes the landscape where sensors and journalism combine, and continues on to define necessary terms for understanding this area of research. Reporters are using sensors in an era when the rapid development of technology is moving data into the mainstream of journalism. The increasing ubiquity of sensors, their increasing capability and accessibility are on the supply side, while investigative reporters, computer aided reporters and journalist/technologists are on the demand side. The introduction also includes a chapter by scholar Charles Berret, who has written a sensor history, charting humanity’s efforts to extend the reach of our five natural senses. This Tow Report’s second section, containing case studies, examines seven projects that used sensors for journalism. Each study includes the story of what happened and then offers analysis in which we identify its distinctive or noteworthy elements, as well as the lessons journalists may take from the projects. The Tow Report also includes 12 chapters on the laws and ethics for reporting with sensors written by experts and the final section distills this report into a set of recommendations, including groups of strategic moves, good work practices, and efforts the industry may collectively consider.
  • The Art and Science of Data-driven Journalism by Tow Fellow Alexander Howard
    Journalists have been using data in their stories for as long as the profession has existed. A revolution in computing in the 20th century created opportunities for data integration into investigations, as journalists began to bring technology into their work. In the 21st century, a revolution in connectivity is leading the media toward new horizons. The Internet, cloud computing, agile development, mobile devices, and open source software have transformed the practice of journalism, leading to the emergence of a new term: data journalism. Although journalists have been using data in their stories for as long as they have been engaged in reporting, data journalism is more than traditional journalism with more data. Decades after early pioneers successfully applied computer-assisted reporting and social science to investigative journalism, journalists are creating news apps and interactive features that help people understand data, explore it, and act upon the insights derived from it. New business models are emerging in which data is a raw material for profit, impact, and insight, co-created with an audience that was formerly reduced to passive consumption. Journalists around the world are grappling with the excitement and the challenge of telling compelling stories by harnessing the vast quantity of data that our increasingly networked lives, devices, businesses, and governments produce every day. While the potential of data journalism is immense, the pitfalls and challenges to its adoption throughout the media are similarly significant, from digital literacy to competition for scarce resources in newsrooms. Global threats to press freedom, digital security, and limited access to data create difficult working conditions for journalists in many countries. A combination of peer-to-peer learning, mentorship, online training, open data initiatives, and new programs at journalism schools rising to the challenge, however, offer reasons to be optimistic about more journalists learning to treat data as a source.
  • Amateur Footage: A Global Study of User-Generated Content in TV and Online News Output by Tow Fellows Claire Wardle, Sam Dubberley, and Pete Brown
    Crediting is rare, there’s a huge gulf in how senior managers and news desks talk about it and there’s a significant reliance on news agencies for discovery and verification. The aim of this research project was to provide the first comprehensive report about the use of user-generated content (UGC) among broadcast news channels. UGC being – for this report – photographs and videos captured by people unrelated to the newsroom, who would not describe themselves as professional journalists. This research was designed to answer two key questions.  First, when and how is UGC used by broadcast news organizations, on air as well as online?  Second, does the integration of UGC into output cause any particular issues for news organizations? What are those issues and how do newsrooms handle them? This Tow Report and research provides the first concrete figures we have about the level of reliance on UGC by international news channels. It also explores six key issues that newsrooms face in terms of UGC. The report is designed around those six issues: workflow, verification, permissions, crediting, labeling, and ethics and responsibilities.

Understanding the implications of state surveillance for the practice of journalism is the focus of our project, Journalism After Snowden.

conviction that Almost All NGOs are run by Mediocre with sole aim to
Establish Full Time Business rather than any service to society.
TERI, CSE, PSI and so on are the worst Culprits specializing in
securing Foreign-Indian Aid Repeatedly for same project for up to 100
times. At one time TERI was working on 15-16 programs on Cooking Stove
and is engaged in Foreign India Funded Program for 40 years yet have
no Commercial Technology developed.
Like wise hundreds of projects for Gobar Gas, Water, Arsenic, Power,
Drugs, Organic Farming, Jatropha, SRI, Housing, Sanitation, Mining,
Dams, Nuclear Power, Hydro Power etc and none coming out with right
commercial program & technology.
This includes RSS affiliated organizations like PSI.
They have stalled Mutli-purpose Hydro Power Development in Himalayas.
They have SABOTAGED Indian Agriculture, Hindered Bio-Technology in
SEEDS, Bt Brinjal is most appropriate for Indian conditions where land
holdings are very small and pest attacks Wipe Out Entire Crop in most
cases.
NGOs Oppose PATENTS which are crucial to protect Indian Intellectual
Property and development of advanced products for Indian and World
Market.
They align with foreign companies to do BOGUS RESEARCH, as said
earlier with scores of different companies and countries for same
Product depriving GENUINE Researchers and Inventors.
Their IDEAS and Technologies are Most WEIRD. In Alwar CSE would
support building 15m High Check Dam to Stop River Flows for the
benefit of say 400 People and in Uttarakhand Oppose all kinds of Dams
– Even Muti-Purpose Dams and undertaking Cutting of Hill Slopes that
led to Uttarahand Tragedy 2013.

GAIL Gas joins hands with UPSIDC to expand natural gas downstream distribution network

New Delhi, 12th June, 2014, GAIL Gas Limited, a wholly owned subsidiary of GAIL (India) Limited and Uttar Pradesh State Industrial Development Corporation (UPSIDC) signed Memorandum of Understanding  (MoU) today at New Delhi to expand the Natural Gas downstream distribution network in the state of Uttar Pradesh. The MoU was signed by Shri Pankaj Kumar Pal, Chief Executive Officer, GAIL Gas Limited and Shri Manoj Singh, Managing Director, UPSIDC in the august presence of Hon’ble Chief Minister of Uttar Pradesh, Shri Akhilesh Yadav. Shri Alok Ranjan, IAS, Chief Secretary Industries,  Shri B.C Tripathi, Chairman and Managing Director GAIL (India) Limited, Shri Prabhat Singh, Director (Marketing), GAIL (India) Limited and  along with other Senior Officials of GAIL and UPSIDC were present at the occasion.
This MoU will lay the foundation for building up natural gas infrastructure for fulfilling the demand of Natural Gas, setting up CNG stations along the highway corridor and distribution of gas to various industrial clusters and parks in Uttar Pradesh.   The investment envisaged for developing this CGD project is about Rs. 140 crore.
The CNG corridor will enable the usage of CNG in and outside the city limit and will promote the concept of long journeys on Natural Gas vehicle. Three major CNG Corridor Projects are planned over the highways. Delhi- Agra Highway covering 200 km. with 6 CNG stations at Kosi, Sikandra, Etawah, Fatehpur Sikri, Vrindavan and Govardhan. Lucknow-Kanpur highway covering 77 km. and 2 CNG stations at Unnao. Karanpur- Moradabad- Kashipur- Rudrapur Highway covering 145 km. and 4 CNG stations at Chandausi and Rampur.
In order to cater to the demand of Natural gas to Industrial Clusters in Uttar Pradesh natural gas distribution is proposed through mobile cascades. It will cover areas like Shamli, Gajraula, Saharanpur, Kosi, Sikandra, Etawah, Fatehpur Sikri, Vrindavan and Govardhan.

Uttar Pradesh State Industrial Development Corporation (UPSIDC) is industrial promotion and infrastructure development undertaking of the UP State Government to develop industrial areas equipped with all necessary industrial infrastructure. It identifies and promotes infrastructure-related and industry specific projects, executes civil construction works for government and public sector organisations, acquires land on demand for large projects and develop integrated Infrastructure Industrial Townships.

SOCIAL PROTECTION: COMBAT CHILD LABOUR!

To commemorate the World Day Against Child Labour 2014, NCPCR, UNICEF and ILO organized four Zonal Round Table Conferences across India that will culminate in a National Meeting on 12 June 2014 in New Delhi.

Commemorated on June 12 each year, the World Day Against Child Labour calls the world’s attention to the plight of millions of children, girls and boys around the world who are exploited by child labour. Every child has the right to grow up in a safe and nurturing environment protected from harm and given every opportunity to realize his or her potential- a reality yet to be fulfilled for many children.
The theme for 2014 is extend social protection: combat child labour.  It draws attention to the role of social protection in keeping children out of child labour and removing them from it. Social protection is both a human right and makes sound economic and social sense. Social protection enables access to education, health care and nutrition and plays a critical role in the fight against child labour.
In India, the NCPCR, UNICEF and ILO have been collaborating since 2009 to jointly commemorate the day. For 2014, four zonal round table conference were convened across North, South, East and West regions of India which would culminate in a National Convention on 12 June 2014 in New Delhi.
The Zonal Round Table Conferences anchored on the Social Protection Floor and its social security guarantees, one of which refers to income security for children. The Zonal Conferences reviewed the progress made during the past year on the elimination of child labour and came up with conclusions and recommendations on the areas to improve and extend social protection. Awareness and access to social security schemes and a life cycle approach where schemes are sustainable and are developed in a continuum for the child, adolescent, youth, adult and old age with focus on vulnerable sections and people with disabilities was discussed. The deliberations echoed the recommendations of the World Report on Social Protection released by ILO on 3 June 2014.
The National Convention would focus on a panel discussion of experts from international organizations and Government to dilate the need for social protection as a key part of national strategies to tackle child labour in addition to deliberating on the recommendations from the zonal conferences.
The participants would include National and State Commissions for Protection of Child Rights; Central and State Departments of Labour, WCD and Education; Employers Organizations; Workers Organizations; Civil Society / NGOs; Academia, UNICEF and ILO.

A Black Day for India, 2,00,000 People to Face Illegal Submergence in Narmada Valley

Narmada Bachao Andolan Will Challenge it and Continue to Struggle for Justice
Badwani / New Delhi, June 12 : It’;s a black day for India, injustice has been done to people of Narmada Valley who have been fighting for their life and livelihood for three decades. In complete violation of the Narmada Water Dispute Tribunal Award and the conditions imposed by Supreme Court 2000 judgement, Narmada Control Authority today gave the permission to increase the height of the dam. Supreme Court in its order had said that
We expected Prime Minister Mr. Narendra Modi to behave like a statesman and before taking any decision consult all stakeholders, including Narmada Bachao Andolan representing lakhs of displaced persons. He however, acted only in the interest of Gujarat, behaving like Chief Minister of Gujarat. On one hand he talks about taking the country forward with his ‘;Vision of Inclusive Development’;, however, today’;s decision is in complete contrast of that idea.
  1. Sardar Sarovar Dam at its present height itself has 2 lakh people in its affected region while if the height is raised by erectig 17 meters high gates, the densly populated villages in Nimad Madhya Pradesh with houses, farms, shops, temples, mosques standing crop etc. will face a watery grave. Adivasi villages in the hills in Maharashtra, Madhya Pradesh and Gujarat habitating hundreds of families are also to be further submerged. Altogether not less than 2.5 lakh people, farmer, fishworkers, potters, shopkeepers will face a deluge and devastation, without rehabilitation, if the height is raised from 122 meters to 138 meters!
  1. Thousands of families – mostly adivasis and small farmers are yet to be given land in M.P. and Maharashtra. While hundreds have not accepted cash compensation till date and are entitled to land, thousands who have been disbursed half or full installments of cash compensation have been duped by a nexus of agents and officials and the matter is sub judice (under judicial inquiry). Thousands of landless, fish workers, potters etc. are also awaiting alternative livelihood based R&R.
  1. Expert Committees appointed by MoEF have concluded that numerous studies and safeguard measures on command area development, catchment area treatment, compensatory afforestation, aquatic, health impacts seismic risks, downstream impacts is pending and gross violations have been pointed out, which are yet to be rectified.
  1. Neither the R&R Sub Group nor the Environment Sub Group can grant clearance to raise the dam in the present situation, since the Supreme Court’s Judgement of 2000 clearly mandates that permission shall be given pari passu, only after ensuing full and lawful compliance on all measures.
  1. In M.P. and Maharashtra, 1000+ orders of the Grievance Redressal Authority are pending for compliance and 1500 of applications are also pending to be heard.Central Government is bound to comply with the Narmada Water Disputes Tribunal Award, R&R Policies, Judgements of the Supreme Court, Action plans and GRA orders. The GRA’s have not yet given their clearance and NCA’s decision without the same is illegal.
  1. A Judicial Commission under Justice S.S. Jha has been inquiring into a massivecorruption scam of Rs. 1000 crores in M.P. and the inquiry as well as report on the fake registries, irregularities at 88 R&R sites, house plot allotments, livelihood to landless is due. Huge corruption implies huge rehabilitation work pending.
  1. People of the Narmada valley are not at all opposed to the interests of the farmers, rural poor and real development of Gujarat and Rajasthan. We are not at all questioning or stalling the construction of canals in the command area. We appeal to you that the canal work needs to be undertaken on a priority basis and the water ponded at 121.92 mts needs to be fully utilized and all pending measures on R&R, environmental compliance should be ensured, before raising the dam height further.
  1. Raising of dam height at this stage has only lead to additional submergence without any real increase in the benefits. Such a decision would be completely unlawful and does not behove good for the welfare of the citizens of India. The investment of 70,000 crores needs to be reviewed vis-à-vis the benefits and a comprehensive review needs to be undertaken, with all stake holders.
It is tragic the way decision has been taken, even before the decision was taken, Gujarat CM Anandiben Patel, had not only announced but was in Kevadia to perform puja. This shows lack of any attempt at looking at the facts by the concerned Ministers, Uma Bhartiji, Paraksh Javadekarji or Thavarchand Gehlot must have looked into all the reports, detailed data as well as the ground level situation, before deciding.
This hurried decision will cost the nation and Narmada Valley. More importantly, Gujarat & Rajasthan can get their share of water from Narmada river without this height increase and are not able to use even 20% of the water already available to them at the current height. This is clearly unnecessary, unjust and unwarranted decision that is not likely to have even legal sanction. Only additional benefit that increase in height can provide is about 10-20% additional power generation, in which Gujarat’s share is only 16%: 57% share goes to MP and 27% share goes to Maharashtra.
Today’;s decision is a complete breach of every principle of democracy and justice and people of Narmada Valley will challenge it. Narmada Bachao Andolan will continue its struggle for justice and fight for dignified livelihood for the people of Narmada Valley.

Dear Madam/Sir,
The recent Report by the Intelligence Bureau (IB) on “Concerted efforts by select foreign funded NGOs to ‘take down’ Indian development projects” has been deliberately leaked to the press. This 21-page Report has named, among others, Praful Bidwai, Achin Vanaik, M G Devasahayam, Admiral L. Ramdas (former Chief of the Indian Navy and Magsaysay award winner) and S P Udayakumar in regard to their opposition to nuclear energy.
This Report has sought to discredit and portray us as ‘saboteurs’ of Indian development acting on the behest of or on behalf of ‘the foreign hand’. These allegations are particularly absurd when in this era of globalisation when foreign corporations, supported by their governments are being welcomed into various sensitive areas, including defense production.
We invite you to hear and speak to some of us who have been named in this Report. In this respect, a Press Conference is being held at the Deputy Chairman’s Hall, Constitution Club, Rafi Marg, New Delhi starting 3.00pm on 13th June 2014 (Friday).
Those present at this conference will include
- Praful Bidwai, Senior Columnist
- Achin Vanaik, Retired Professor of International Relations, Delhi University
- M G Devasahayam, Retired IAS and Power Policy Expert
Also available on skype to address any queries will be Admiral L. Ramdas and S P Udayakumar, leading activist from Koodankulam.
