Weird Food Security ‘8 Critical Ommissions in Niti Ayog Paper’
Agriculture GDP India $310b [$200b Actual] vs China $1100b
April01, 2016 (C) Ravinder Singh progressindia2015@gmail.com
Though madness & frauds of Ashok Gulati directed food policies are
reduced but There Is No Structural Change in Food Supply to 1300m
People of India. Prof Ramesh Chand of Niti Ayog is much more
Understanding and Realistic but is not getting right feed back from
Farmers, the Primary Stake Holders in Food Supply.
Eight CRITICAL OMMISSIONS in Niti Ayog Paper On Food Security
They are 1. Stable and Affordable Prices of Foods, 2. Long Term Credit
Flows – 18% of Loans to Indian Farmers, 3. Multi-Purpose Dams for
Reliable Irrigation, 4. Farmers Food Storage 5. Food Processing 6.
Direct Marketing, 7. Malnutrition & Hunger & 8. Crop Nutrient Loss.
Weird Definition of ‘MARKET & PRIVATE SECTOR/COMPANY’
Fundamental Problem with Indian Economists is they Don’t Understand
MARKET – ‘It Is Meeting Place of Buyers & Sellers’ – but in India it
is Actually ‘Sellers & Traders Meeting Place,’ – ‘Farmers are not
allowed to Sell Their Produce Directly To Consumers, Not Allowed to
Store Foods They Produce and Process it.’ GoI Supports TRADERS to Buy
Foods, Store it & Process it and realize 200% to 1000% Margins.
FARMERS TOO IS ALL PRIVATE SECTOR.
For Food Security it ‘ESSENTIAL TO MAINTAIN BUFFER STOCKS’ – and
    Storage By Farmers Cost Practically Nothing – By TRADERS who are
SUPPORTED COST
3-10 TIMES MORE – Storage of Groundnut by FARMERS may cost say
Rs.1,400/Ton @4% – TRADERS Rs.20,000 @36% Plus Rent. Practically
nothing to Store FOODS With Farmers.
    Storage By Farmers Would Stabilize Prices to SUSTAIN Agriculture.
MORE DETAILS
1.]  Though Employment in Agriculture is reduced to 48.9% but Farm
Ownership continues to be say 75% or more. Roughly 1000m People are
expected to share Profitability from Agriculture.
2.]  As per data taken from Internet Agriculture in Contributes $310b
in India to $1100b in China but since Inputs in India are much higher
– High Cost of Fertilizers, Seeds, Irrigation, Interest on Loans
including Moneylenders, Wastages, and No Value Additions the real
Agriculture GDP is just $200b only.
3.]  Five decades ago FOOD PRODUCTION STORING & PROCESSING WAS
LOCALIZED, VILLAGE CO-OP BANKS provided loans to farmers and farmers
were HAPPY –
    Farmers within village [My Own Included] were producing Groundnut & Oilseeds,
Cotton, Milk, Meat, Egg,  Wheat, Bajra, Maize, Fodders, Fruits &
Vegetables, Onions & Potato, Sugarcane, Spices etc and used to make
Brown Sugar (Gur), Vegetable Oils, Flour, Pickles Jams & Papads,
Tandoors, Halwais, Dehydrated Vegetables, Spinning Yarn etc. Timber,
Fuel Wood, Bamboos were produced within village. They had their own
Wells, Masons, Carpenters & Iron Workers, all even in small village of
400 people.
    Entire FARM WASTE was recycled within village.
4.]  Farming Peace & Economy was DISTURBED when initially Cooperative
Sugar Mills & FCI started paying Cash and 3 Bags of Sugar Were
Initially Given FREE for 100 Bags of Wheat as Incentives and Payments
were made in Cash – Cropping Pattern began to Change.
5.]  Introduction of HY Seeds of Wheat & Rice in irrigated regions
increased CROP YIELDS 2-4 TIMES made farmers to grow Wheat & Rice
Crops. From Localized Production it became NATIONAL FOOD BASKET to
EXPORTER of FOODS.
FARMER COOPERATIVES or TRADER-CORPORATE MANAGED
6.]  Way back in 1992 It was FOUND that in Punjab almost all Sunflower
Oilseeds Production was purchased by INDORE TRADERS For Oil Mill
Owners. Farmers were paid much less than Real Price because of CARTEL
– since then AMBANI, ADANI Plus More CORPORATE have acquired major
stakes in Food Trade. They engage ‘TRADING AGENTS to Procure & Store
Foods.’ THERE ARE NO COOPERATIVES to PROCESS SELL FARM PRODUCE.
Bhakra Dam Supply More Waters Than 2584 Maharashtra Dams
7.]  As given in Annexure – Bhakra Dam releases more water than all
2548 Maharashtra Dams. On March18, 2016 All Dams in Maharashtra had
8.5 BCM of water – 4-5 BCM may lost due to Evaporation – thus Bhakra
Dam shall deliver more Irrigation Supplies than all Maharashtra Dams.
Storages in Gujarat a just half 4.2 BCM of Maharashtra.
Building Check Dams, Ponds, MAXIMIZES EVAPORATION LOSSES and MINIMIZES
Flows in to Dams.
8.]  MALNUTRITION & HUNGER – Food Security program doesn’t Guarantee
ADEQUATE FOODS & NUTRITION to every Indian.
9.]  Food Wastages & Nutrition Losses – Instead of Delivering FRESH
FOODS AT NUTRITIOUS Best – Raw Foods are subjected to Multi-Stage and
Long Distance Transportation – Direct Losses are admitted by Food
Processing Minister to be Rs.91,000 Cr but it don’t include NUTRITION
LOSS and Micro Nutrient Loss as Food Waste is Not Returned to Farms.
REAL LOSSES ON THIS COUNT COULD BE Rs.300,000 Cr or 25%.
QUESTIONS TO PROF. RAMESH CHAND, NITI AYOG
    Can there be FOOD SECURITY When There is No Price Stability & Affordability?
    Can there be FOOD SECURITY when Farmers are Not SUPPORTED to STORE
Excess Food Production, Switch Crops and Earn Enough to Support his
Family?
    Can there be FOOD SECURITY When FARMERS DON’T GET LONG TERM BANK LOANS?
    Can there be FOOD SECURITY when there are MULTI-LEVEL MIDDLEMEN
Realizing 30% to 70% Value of Supply Chain Without Adding Value?
    Can there be FOOD SECURITY When 10% Food is Lost in Transport – 30%
to 50% Nutrition Loss and Food Waste with MICRO NUTRIENTS are not
returned to Farms?
    Can there be FOOD SECURITY when Farmers Not Allowed to ADD MAX Value to Crops?
    Can there be FOOD SECURITY When Farmers Don’t Get RIVER Waters –
FREE Irrigation?
    Can there be FOOD SECURITY when FOODS AREN’T DELIVERED DIRECT & FARM FRESH?
    Can there be FOOD SECURITY when Foods Delivered are Unhygienic, Rotting?
    Can there is FOOD SECURITY when MANDIS are STINKING ROTTING FOODS?
